The programmed office requirements allowed for a symmetrical design with the two federal agencies arrayed to either side of a central building core containing the building entrance, lobby and joint use facilities. This allowed the building entrance to become a highlighted focal point of the building design with an elevated shed roof over the central core, open to the structure above, flanked by the lower flat office roof systems to either side. The material choices for the exterior building façade include ashlar limestone with a decorative slate course, as appears throughout the adjacent Border Station Complex, as well as metal wall panels and aluminum curtain wall and entrance systems.
